Jakarta's June 29th news item says it is 1.1 (http://jakarta.apache.org/site/news.html#20030629.1). Struts home page indicates it is 1.1 in the left hand menu (http://jakarta.apache.org/struts/). The learning Struts page indicates it is 1.0.2 (http://jakarta.apache.org/struts/learning.html). The Struts status page indicates it is 1.0.2 (http://jakarta.apache.org/struts/news/index.html).
