You mean Struts does NOT support locales for numbers? This means you basically 
can NOT use Struts (at least the validators) for internationalized/localized 
applications? Now, that is a BUG! What use is input validation if I can use it 
only for an english interface??? And why did someone bother to implement it for 
date? Only doing it half is worse than not doing it at all!
