http://jakarta.apache.org/struts/userGuide/struts-html.html#html documents this 
behavior.  First, the tag tries to locate a Locale object stored in the user's 
session.  The tag uses the preferred locale or the default locale only if one is 
not found in the session.  So, if you don't want to use the user's preferred 
locale just set a supported one in their session.
