I do like to be proved wrong. So if you have implemented these changes and tested them then we/I would welcome your input if there is some change we can make in struts to make implementing your 'add-on' to struts easier. I don't see the changes going into Struts though. Again if you have implemented this then the best route if to send an email to the struts developer list with a subject like "[PROPOSAL] ThrottleRequest processor". That way you may get feedback on this idea, refine it the reopen the request.
