Briefly scanning over this enhancement I am not sure how
this would work since there are seperate threads created/pooled
for each request and generally Struts doesn't work with users
that is the Business logic side or even the containers job.

I do like to be proved wrong. So if you have implemented
these changes and tested them then we/I would welcome your 
input if there is some change we can make in struts to make
implementing your 'add-on' to struts easier.
I don't see the changes going into Struts though.

Again if you have implemented this then the best route if
to send an email to the struts developer list with a 
subject like "[PROPOSAL] ThrottleRequest processor". That way 
you may get feedback on this idea, refine it the reopen
the request.

I'm marking this as INVALID for now but feel free to disagree
and reopen it.
