I think JSTL EL validator rule should move into Struts proper and requiredif
and validatewhen should be deprecated or moved into the contrib folder.

I am happy to commit the JSTL EL validator rule to contrib. What does this
entail on my part?

   At some point Struts 1.5.X, wildly pulling number out of air, or so 
--may-- go to 1.2/2.3 specs. I believe this because there is now talk of
basing Struts 2.X on JSP 2.0. This spec is even further way from general
adoption than 1.2/2.3, so I believe it would be better to start the move in
the 1.5 time frame.

** This should be a non-issue with this validation rule as it will work in
JSP 1.1, 1.2 or 2.0 without problem.

OR...
    Do abopt JSP 1.2/2.3 in the Struts 2.X series and JSP 2.0 in Struts 
3.X series.
