I agree with Rob, and if you want to work out the code to implement this, and
submit it as a patch, I'll consider applying it. 

The situation is that the conventional taglibs don't have an agressive
maintainer right now. (We're all using JSTL, Velocity templates, and so forth
now). But, if developers want to do the work of improving the packages, we can
at least start applying patches again. We were shy about pursuing the old
taglibs for a while, because we didn't want to compete with JSTL, but now that
we have a JSTL taglib too, that shouldn't be an issue.
