Right but I don't see how that's a kludge nor how it's relevant to hardcoding 
the context root in a JSP.  That is the standard mechanism of deploying 
javascript in web applications so that it doesn't need to be downloaded each 
time.

An enhancement to <html:javascript> that elegantly solves the static javascript 
issue should be opened in a new ticket.  Tags that do not interact with the 
Struts core (such as these suggested tags) are out of scope and are better 
suited for the Jakarta Taglibs project.
