In the case where there is a form that has no fields - just a submit button - 
it would be useful to allow an <action> that has no form. In this case the 
<html:form> could still be used to point to the action - but no form would be 
required.

The struts docs make it sound like this should alreayd be possible - but it 
throws a NullPointerException if you try this.
