Struts-Legacy is a very special case. By rights, it should have gone to the Commons. It should be treated as if it were an external product. So, just like the Commons JARs, if you were doing everything from scratch, you would build struts-legacy first, and then the Struts core.
It's possible that the underlying problem is that we didn't release a struts-lib distribution with Struts 1.1 (as we did with some of the milestones).
