When you update to Struts 1.1 did you replace all your jar files including the commons-xxx jars? I have uploaded a 650MB file with no problems. Others have uploaded 1 GB files, both were over a LAN. For tomcat configuration there is a upload timeout setting in the server.xml. You can set this to not timeout.
