I would like to propose disabling filing of NEW bugs for Struts 1.0, I know BugZilla 2.16.3 can do this not sure about 2.14.2
Bugs filed against 1.0 are a waste of time for committers and for reporters.
Only bugs filed against 1.1 final, or the nightly builds have any hope in being addressed.
If there were patches included with the reciently reported 1.0 enhancements, I might feel
differently. As it is NEW Struts 1.0 BugZilla reports are just Noise that I filter out.
