I wouldn't veto the addition of such a tag, because it is, in the words of the 
inimitable Douglas Adams, "mostly harmless". However, I agree with Matt that 
it's rather pointless.

Regarding embedding tags, that's illegal syntax for JSP (and XML) anyway. Using 
a JSP tag within HTML template text, though, is not a problem, and is not the 
same thing as embedding tags. The difference between:

  <link href='<c:url url="..."/>'>

and:

  Hello <c:url url="..."/> World

is zip to the container; it's only different in your mind. ;-)
