The links go to the Jakarta page in the internet, currently to http://jakarta.apache.org/struts/dtds/struts-config_1_1.dtd , which bug 23161 says is out of date. For people knowledgeable in XML, such a DTD is a key documentation feature. On the other hand, it can be inconvenient to need internet access to be able to read the DTD.
