It looks to me like there's a problem with whatever JSP jar you're compiling against, given the complaints about JspException not being public. You might want to pick up a servlet/jsp jar from Tomcat or elsewhere and compile against that. (On the other hand, if you're compiling against your container now, you may have problems even after Struts compiles successfully.)
