This is not an automatic feature, you must expose it to the user. A person from a Dutch locale cannot simply enter your site. You must allow them to switch to another locale. Otherwise, everyone uses the default locale (as defined by your container). If you want to discuss this further, please open a thread on Struts DEV or even Struts User. Very few people follow these tickets, and fewer still that actively use internationalized applications.
