It seems like doing this only for html:text is the wrong level of granularity.  Either 
you should be able to 
do it with just about every tag, or there should be a different tag that does this.

This is totally off the cuff:
<html:dynatag element="input" propertyBean="bean" />

where dynatag would render the opening tag, process the body content as if it were JSP 
content, and 
then render the closing tag?  

I'm not sure that's better, but I just don't really have a good feeling for your 
proposal as you originally 
presented it either.
