Using the httpd style versioning scheme, if 1.1.1 isn't production ready when it's cut then it will never be moved to production status. 1.1.2 would start out as alpha and potentially be labeled production if it successfully fixed the issues in 1.1.1. Note that Struts 1.2.1 isn't production either so including an alpha validator with it is no problem IMO.
