It looks like the RELEASE-NOTES.readme just points to the online Maven
generated change log.  If that's how we're doing release notes then all we
need is to update the website and check out a few issues that came up on
commons-user recently.  I can probably get the docs ready this weekend.  

Thanks for volunteering to do the release, I've been swamped lately.
