I'm guessing if you change the menu names, you get the same result? What about if you remove the "bundle" attribute? There is no doctype or dtd because I've been too lazy to create one - sorry about that. You might take a look at AppFuse (http://appfuse.org) - we're using Struts Menu successfully with Struts 2.
