I encountered the same problem. "someone" isn't flushing the prior screen
output. I modified taglibs/IncludeTag.java and added:
JspWriter writer = pageContext.getOut();
writer.flush();
just before
pageContent.include(forward.getPath());
in doEndTag();
Seems to work fine now.
