I think Ray might be correct.  The JDBC/ODBC bridge does have some issues.
Have you run any JDBC/ODBC stress test against SQL Server outside of tomcat?
Does this error occur when you make a JDBC call?

I have run IIS & Tomcat without an issue, but I was not
using SQL Server.
