struts-vaj3.5 and Tomcat

Has anyone else noticed seriously long compile times for jsp's running in tomcat
under VAJ3.5?  This would otherwise be the dream dev environment but the
compiling of the JSP's takes so long that it is killing us.  This only seems to
happen when using custom tags.  Any help would be appreciated.
