I'm growing to like NetBeans more - www.netbeans.org. It's more of an "IDE" than just
an editor, but it does let you do all the Struts-based stuff in one place (JSPs,
actions, beans, etc.).
It's got Tomcat built into it, so you can right-click on a JSP and say "Execute". It
also has auto-completion for custom tags - once you put the prefix:tag in, it will
show the list of parameters for that tag. There's a little bit of a learning curve,
but a good reading of the user's guide helps with that. Open source and free as in
beer.

I prefer to text edit HTML mostly because it is easy and keeps me
knowledgable on the language. I have yet to find an IDE that can rival the
efficency I get with a great text editor.
jEdit would be my tool of choice:

jEdit is open-source and has free plugins for just about everything. Most of
the plugins are for Java coding but HTML gets some good help none the less.
The only downfall to jEdit and text editors in general would be that you do
need to have good knowledge of what you are coding. Including custom tags :)
