You've obviously not seen the many messages here about hassles running
struts under WAS 3.5.x, including 3.5.3.
It's no picnic.

VAJ 3.5.3 will be released next week.

And WTE will implement Servlet 2.2 and JSP 1.1,
so it will work with Struts.
