we use the syntax:

where the web.xml file has
<!-- Tag Library Descriptors -->
<taglib>
<taglib-uri>my-taglibs</taglib-uri>
<taglib-location>/WEB-INF/tlds/mytaglibs.tld</taglib-location>
</taglib>
