I gave up using Netscape for development due to this problem. (I have a
Windows workstation.) Netscape would take forever to load a page, until
I put another window in the foreground. Weird. It isn't a Struts
problem. It seems to have to do with running the browser and server on
the same host, which I do for development. If doesn't happen when the
server is remote. If you watch the Task Manager, you can see the CPU
utilization go to 100% for a while.
I had to switch to IE for development.
