You do not need to specify the style sheet in the web.xml file. You can just
point to it in each of your pages.
However, if you wanted it configurable, you could over-ride ActionServlet.init()
to take in the location of the style sheet and save it as an attribute of the
session. Then, each of your pages could use the session attribute as the link.
Then, if you decide to change sheets, rename the file, etc, there is only one
place to update.
