The users locale is stored in the session key: Action.LOCALE_KEY.
The ActionServlet class defines this key during the first request (but only
once).
Therefore, you can redefine this after the user selects the flag of his choice.
The message taglib uses this locale when choosing the appropriate resource
bundle to use.
