You're almost there. What does the line in your build script say that looks
like...
<project name="myproject" default="build" basedir="..">
The basedir should be relative to the location from which you are typing the
ant command, and generally speaking other paths in the build script are
relative to the basedir. So line 19 of your file should be rewritten to be
relative to C:\ant.
Also, it probably makes more sense to store the buildfile with your source
and execute ant from a source directory, e.g. ...\netbeans\Development\....,
which is convenient to do as %ANT_HOME%\bin is in your path.
