building war file

Weblogic can't find the struts.jar file in my \WEB-INF\lib directory when it
compiles my jsp files.
Here is my directory structure and I'm use "jar -cv0f test.war *" at the
webapp directory.

/webapp
        images/
        META-INF/
        WEB-INF/
                /classes
                        /com.dg.jlkjlkjlkj.
                /lib/struts.jar
