The site is fine and doesn't require permission.
I did forget to mention though that the early access versions requires
registering to download. (the release version is available without
registering).

The early access version on site will be updated as appropriate with bug
fixes as part of final testing - so you might follow the Expresso Developers
forum and Expresso CVS forum.
