Hi, it could be made with the Access Database configured as a Systemdatasource (ODBC-Administration-Tool in the Control panel), where you define a name for your datasource. Then you give the url as jdbc:odbc:yourdatabasename. I can't imagine that Access is a Databse server which you can access by "jdbc:odbc:localhost:8080/pcd/User.mdb". Mybe Im wrong.
