Definitely make you own tag for this purpose ... Haven't tried this, but how about introducing an ActionForm super class (that all your current ActionForms inherit from), if you do not have one already, and define a restart property (I would make it some kind of a timestamp) there. Then make your own tag that renders some comment-box with the date and time of the next restart, if this property is set.
