I hit a similar problem attempting to build the PostgreSQL JDBC driver with JDK1.4. Unfortunately, unless you want to stub out all the required methods (not a short task), you'll need to also keep 1.3 around to build. Runtime with 1.4 and Struts works just fine. Just make sure you (re)install 1.4 after you install 1.3 - keep you JAVA_HOME pointed at 1.3 when you need to build and things should work out fine.
