about struts

hello:
   i am a new user of struts,when i download the struts zip files,and make classpath 
put the file which need in the right folder like the "readme"file.but i can't use 
it,when i run struts-example in tomcat,tomcat said that a class file is not found,and 
when i run it in ie6.0,tomcat give me some message "Missing message for key 
index.title" .pls give me a tips how can i config my tomcat and my computer for use 
struts,and how can i run this example.
