You can't nest tags - you can't have one tag inside the <>'s of another tag.
To do what you want, try this:
<logic:iterate name="myBean" property="userList" id="currentUser">
<% String ref = "admin_userForm.jsp?user_id=" + currentUser; %>
<html:link href="<%= ref %>"><%= currentUser %></html:link><br>
</logic:iterate>
