the WEB-INF directory is protected.
You cannot access the jsp directly from the url.
You have to execute an action or a forward.
this should works:
<html:link forward="myForward">
in the struts-config.xml:
<global-forwards>
<forward name="myforward" path="="/WEB-INF/pages/jsp/A.jsp"/>
</global-forwards>
