I'm using Dreamweaver since the version 2 and now I'm in the 4th and work with Struts, you can use DW4 qith Struts by adding an extension that you can find on http://javacentral.compuware.com and download OptimalJ Dreamweaver Integration Kit 1.0.9 and you will be able to directly add Struts tag into your JSPs but the only problem is the fact that the process takes 2 or 3 seconds when normal tags take less than a second.
