This has happened to me in the past when I forget to include the taglib page
directive.
<%@ taglib uri="" prefix="" %>

If the directive is not there, when you view the source, you should see your
Struts tags instead of the HTML tags that are rendered when the Struts tag
is processed. Since they were not processed, the browser is just ignoring
them and not displaying them.
