you are correct about min/max. As to the values, that's going to be subjective. If you don't want your users to fail, then your max better be as large as your concurrent users. The min is trickier. You need to balance your resources against response. If you are feeling that the response is OK even with a low number then I don't see the point of having more than a couple for the min.
