Hi Michael

Here are my comments:

1. No validity check on year  in Withholding Date in Modify cases page.
2. The Menu option should be highlighted when you select it.
3. Help Using Service dispatches to Login Page.

Do you use struts-tiles and struts-menu?
Is it based on struts 1.1?
