A corollary to this question would be "should I use 1.1-beta-1 or a recent nightly build" since there isn't a 1.1-beta-2 release yet (we're working on it, really, just a few bugs to go ...)
There are a ton of bugfixes (and a few feature improvements) in the current nightly builds, but they are just a snapshot of the current code. *Please* test your apps on the nightly builds to help us flesh out as many bugs as we can before a beta. Bug reports (or, even better, "my app runs just fine" reports to the mailing list) are very helpful. If you're deploying 1.1 based apps, you have to balance the risks -- beta-1 has known bugs bug no showstoppers (or we would have released a beta earlier); nightlies have the bugfixes but don't have a track record of use in the field yet (we might have accidentally introduced a few new problems). Overall, Struts 1.1 code is pretty solid -- most of the remaining instability will be in the things that are newly integrated into the core (Tiles and Validator), plus some outstanding issues on file uploads.
