Unless you do specifically do something different in your application,
Struts selects the Locale preference specified by your *browser*, which is
not necessarily the default locale of any particular server.  To do your
French tests, change the language preferences in your browser to put
French first.  It doesn't matter where the server actually is -- you'll
see the French message resources (as long as you have created the required
application resources, of course).
