Provided - yes. Deprecated - also yes.
Even in 1.0.2 struts-form.tld was deprecated in favor of struts-html.tld.
The only reason for providing it was backwards compatibility for Struts
0.5 users. The tags in it are not being maintained, and it is quite
likely to have incompatibilities and bugs in it.
You should be using struts-html.tld instead.
