I found the problem was with the way the global constants are declare.
I thought it was like this ...
<constant name="blah" value="regexpr"/>
when its really like this ....
<constant>
<constant-name>blah</constant-name>
<constant-value>regexpr</constant-value>
</constant>
Everything is working fine now .. thanks again.
