I'm not sure if they're all supposed to show up in the log.  Have you tried 
manually setting the value of Action.LOCALE_KEY in your session?  Try 
printing out that value in your jsp or to std out.  You will probably see it 
has a value of "en" but you should be able to set this to "de" and have the 
other message resource used.

If after setting this value manually it still doesn't change, then you've 
got a different problem.  Just check this first.
