Jacob is right.  Still ... If you want it visible to your apps and to 
Tomcat too it should go in common/lib - OR - install it as a standard 
extension ($JAVA_HOME/jre/lib/ext I believe).  I believe that is your 
entire problem.  If it's not, please post to tomcat-user next time :-)
