Instead of forwarding to 'setup.jsp' that has no presentation, why not forward to 'setup.do'. If there is not presentation, and just action, shouldn't it BE an action rather than a (non)presentation component. Your setup.do action would then perform the prepopulation of the form and forward to the appropriate view component. In our current system, we are closly following this model; presentation is seperate from behavior, and it is working out very nicely.
