Even a basic cvs source code management system merges files more than adequatly. If 
you run into conflicts so often that you find cumbersome to use only one single 
struts_config file is more the result of your frustrastion with your in-house process 
than with Struts approach itself. In a sense I would agree with Dave and not waste my 
time tackling the wrong issue. Not to say that Struts make engineers more easy to 
manipulate. Rather it makes you think differently, think process not just MVC design 
pattern.

We have six developers on this project which is in it's final iteration.
So waiting for 1.1 isn't an ideal alternative.  Right now we are having
to take turns with the config.  So I'm looking for a way to break it
apart so we don't have to wait for someone to finish using it.

That sounds like a real pain.  Why is it bad for your struts config file
to 
be 1000 lines?  I wouldn't waste time on this and would wait for 1.1
