Not enough info... are the 'one' 'two' 'three' things all of the same type? Will there always be exactly three columns & two rows under 'Heading One'? What do you mean 'etc.' at the end? More headings? Or are the headings set in advance? Maybe if you mock up a static HTML example, it would be easier to see what you need to do.
